I am directed by Secretary Sir Edward Grey to transmit to you herewith to be laid before the Secretary of State for India a copy of a despatch to His Majesty's Ambassador at Washington regarding a conversation with the American Ambassador on the subject of the opium question in China and the Far East.
Mr. Mitchell Reid has been instructed to ask what view His Majesty's Government would take of a Joint Commission on, or a Joint Investigation of the opium trade and the opium habit, to be undertaken by the United States, Great Britain, France, the Netherlands, Germany, China and Japan, and the United States Government desire to learn the view of His Majesty's Government and of the Japanese Government before approaching the other countries named.
